Green Hills Expanding Fiber Internet to Unserved Rural Areas
Green Hills Communications (Green Hills) announced on March 31, 2022 that it has been awarded almost $4.7 million in a broadband expansion grant through the U.S. Department of Commerce’s National Telecommunications and Information Administration’s (NTIA) Broadband Infrastructure Program. The funds received will enable Green Hills to bring fiber optic broadband into rural Livingston County communities currently lacking in sufficient broadband service. The new fiber route will reach 302 locations, including businesses, residential, and anchor institutions east of Highway 65 and both north and south of Highway 36 in Chillicothe (MO).
“Green Hills appreciates the opportunity to work with NTIA and the Missouri Department of Economic Development on this important and necessary project”, says David Adams, Green Hills’ General Manager. “These rural locations currently have limited to no broadband access, and we are excited to be able to change that with future-proofing fiber technology”.
The NTIA’s Broadband Infrastructure Program was designed to create partnerships between U.S. States, or political subdivisions of a state, and fixed broadband service providers to build broadband networks into unserved communities, specifically targeting rural areas. The Federal Communications Committee (FCC) currently defines unserved communities as locations not able to receive a minimum of 25Mb download by 3Mb upload broadband service.
Missouri is one of 13 partnerships awarded grant opportunities through the NTIA program, and is the largest winner, receiving $42.2 million or almost 15% of the total funding available. Green Hills is one of nine Internet providers that partnered with Missouri Department of Economic Development to participate in this opportunity for rural Missouri residents and business.
While the final details are still in process, Green Hills anticipates beginning construction on the fiber route late summer 2022. Once construction plans have been finalized, Green Hills plans to contact each resident and business along the route and provide a more personalized timeline for construction, installation process, and service details.
Community members can also express their interest in Green Hills fiber by completing an interest form at greenhillsfiber.net. This website tracks consumer interest and provides fiber expansion data for Green Hills. There is no cost or commitment for the consumer associated with providing interest in fiber broadband.

What’s the big deal about fiber and internet service?
Nearly 40 percent of rural residents and businesses lack access to the same quality of service available in urban areas. Broadband has become vital to our economy and quality of life, and thanks to the National Telecommunications Information and Administration (NTIA) grant we are able to help bridge those gaps.
Residents will have greater access to health care, workforce training, global markets, faster download speeds, lower latency for better gaming, and so much more. Fiber is being used for these buildouts because it’s extremely secure and has so many possibilities for the future.

I don’t live far from my neighbor. Why can they receive your service and I can’t?
When using grant money, we must follow the mapped area that was determined by the government. Anything outside of that area is funded by Green Hills Communications. Installing fiber is a very expensive project, so if there are areas just outside of the grant area, then Green Hills will work very closely with an engineering firm to build the most cost-effective construction plan for each area. There are several things that are taken into consideration. We have to determine the lay of the land. Will we be boring through rock, under railroad tracks, creeks/rivers, etc. We also have to obtaining permits and easements for the entire area. Learn more about the Fiber Construction Process.
How much does your service cost?
We have several services to choose from that are competitively priced to meet any customer’s needs. Once pre-construction begins in your neighborhood, we will send more information about our services. Can I have phone without Internet?
Unlimited phone service is not available without the purchase of an Internet package.
Do you offer TV service?
No, we do not offer TV service in our new service areas. There are streaming services that can be ran across your Internet service. Visit www.suppose.tv to determine which streaming service is best for you – they even have local channels!
Is there a contract on your services?
The only residential service that has a contract is our 50Mbps internet plan. All other residential internet plans do not have a contract.
Will they have to plow through my yard?
Yes, they will have to plow a drop to your home. But our goal is to treat your property as if it were our own. After digging the narrow trench required to install the fiber cable and construction is complete, we’ll restore your yard to a condition as close to the original as possible.
